Who actually signs off on a new septic system, the designer, the installer, or an engineer? All three can end up on the same job, and mixing up their roles is the fastest way to stall a permit application in Kawartha Lakes.

A septic system designer in Ontario draws the system and signs the permit application. A licensed installer builds what’s on that drawing. A professional engineer only gets involved when the site is unusual enough that a standard design won’t cover it. None of them is optional once you’re past routine pumping and maintenance. Replace a tank, add a bed, or build new, and you need at least a designer and an installer, sometimes all three.

Most conventional Class 4 projects need a designer and an installer. Most projects don’t need an engineer at all.

The Septic System Designer: The Person Who Draws It

A sewage system designer holds a BCIN (Building Code Identification Number) in the septic systems category, which means they’ve passed the Ministry-administered exam covering OBC Part 8. Their job is to look at your lot, run or interpret a perc test, calculate the required system size based on bedroom count and fixture units, and produce the drawings that go into your permit application.

The designer decides:

  • System class (conventional Class 4, raised bed, tertiary treatment, holding tank)
  • Tank size and bed dimensions
  • Setbacks from the well, the lake, property lines, and structures
  • Where the system sits on the lot

They don’t build anything. Their deliverable is a stamped drawing package and the permit application submitted to the City of Kawartha Lakes building department. You need a designer for essentially any new build, replacement, or modification that requires a permit. Designer fees run roughly $1,500 to $3,500 for a standard residential project, more if the site needs extra studies. That cost is baked into the overall replacement budget most homeowners are already planning around.

The Installer: The Person Who Builds It

The installer is the contractor who excavates, sets the tank, lays the distribution pipe, and builds the bed to the designer’s drawing. In Ontario, the installer is supposed to build to the approved design, not their own judgment, though on-site conditions sometimes force small field adjustments that get documented and, if significant, re-approved.

A few things worth knowing about installers:

They aren’t all interchangeable. A general excavation contractor with a backhoe can move dirt, but a qualified septic installer knows tank bedding, pipe grade, distribution box leveling, and bed construction sequencing well enough that the system actually performs once it’s covered up.

Proprietary systems need certified installers. If your design calls for an Ecoflo, Waterloo Biofilter, or similar tertiary unit, the manufacturer typically requires installation by someone trained and certified on that specific product. Using an uncertified installer can void the warranty even if the work looks fine.

They pull the building inspections, not the permit. The permit application goes in under the designer’s name. Once construction starts, the installer schedules the required inspections (open-trench, before backfill, final) with the building department.

They should carry insurance and be willing to put their name on the work. Ask for references from installs done in the last two to three years, not just old photos.

The Engineer: The Person You Call for the Hard Sites

Most residential septic projects never need a professional engineer. A BCIN designer’s authority covers standard systems designed under OBC Part 8 tables and formulas. An engineer gets involved when the site or the system falls outside what those standard tables were built for.

Situations where an engineer typically gets pulled in:

  • Unusual soil or hydrogeology. Sites where standard perc-test methodology doesn’t give a clean answer, or where a hydrogeological assessment is needed to confirm groundwater behavior.
  • Engineered fill or structural bed support. Some raised or mound systems on marginal sites need engineered fill specifications beyond standard design.
  • Non-standard treatment approaches. A one-off design that doesn’t match an approved product’s standard configuration.
  • Commercial or multi-unit flows. Once daily flow estimates climb well past typical residential numbers, the sizing math and the regulatory review usually call for engineering input.
  • Contaminated or previously industrial sites. Anywhere soil conditions are in question beyond typical septic suitability.

If your building department or Conservation Authority reviewer asks for a “stamped engineering assessment,” that’s your signal you’ve stepped past what a designer alone can sign off on. This isn’t a step to skip or shop around, hire an engineer with actual sewage system experience, not just any P.Eng.

Where the Pumping Company Fits In

This is the piece homeowners get wrong most often: your septic pumping and maintenance company is not your designer, installer, or engineer for new work, and shouldn’t be asked to act as one.

What a pumping/maintenance company does well:

  • Pumps and inspects the existing tank
  • Documents visible condition (baffles, effluent filter, sludge and scum layers)
  • Flags signs of failure that suggest you need a designer’s involvement
  • Sometimes handles minor in-tank repairs that don’t require a permit

What they typically don’t do:

  • Design a new or replacement system
  • Submit permit applications
  • Build leaching beds or set new tanks
  • Certify installation of tertiary treatment units

That said, a good pumping company is often the first to notice a system is heading toward replacement, and a reasonable one will tell you straight when it’s time to call a designer rather than keep patching. We treat that referral as part of the job, not an upsell.

Hiring Order for a New or Replacement Septic System in Ontario

  1. Get a perc test and site assessment. This tells you what class of system the lot can support before anyone draws anything.
  2. Hire the designer. They’ll produce the design and submit the permit application. Budget four to twelve weeks for permit issuance, longer if Conservation Authority review applies.
  3. Get quotes from installers once the design is approved. Quoting before the design exists means contractors are guessing at scope.
  4. Confirm certification if the design specifies a proprietary treatment unit. Not every installer is qualified for every brand.
  5. Engage an engineer only if the designer or building department flags the need. Don’t hire one preemptively unless your site is already known to be unusual (shallow bedrock, high water table, prior system failures with no clear cause).
  6. Bring your pumping company back in once the system is operating for ongoing maintenance and pump-out scheduling.

Skipping the order, for instance getting excavation quotes before a design exists, wastes everyone’s time and usually produces numbers that don’t hold once the actual design is finalized.

What Happens If You Skip a Role

Homeowners sometimes try to save money by having an installer “design as they go” without a proper BCIN-stamped drawing, or by asking a pumping technician to spec a new bed. Both create real problems:

  • No permit means no legal system. Building departments require the stamped design before issuing a permit; skip it and the work isn’t compliant, which surfaces at resale or refinancing.
  • Undersized or misplaced systems fail early. A system built without proper fixture-unit calculations or setback verification can fail years sooner than a properly designed one, sometimes well inside what should have been its service life.
  • Warranty gaps. Manufacturer warranties on tertiary units generally require certified installation against an approved design. Skip either and you may be self-insuring a $30,000+ system.

A cottage owner on Cameron Lake ran into exactly this. An installer poured a new bed a few years back without a stamped design, on the reasoning that “the old one worked fine, just build it the same.” The building department flagged the missing permit during a resale two years later. The owner ended up paying roughly $2,400 for a retroactive engineered assessment and permit application, and the assessment found the bed was undersized for the house’s actual bedroom count, meaning the fix wasn’t just paperwork.

Designer, Installer, Engineer FAQ

Can the same company be both my designer and installer? Yes, and it’s common. Many septic contractors employ or contract a BCIN designer in-house. The key protection for you is that the design gets a genuine, independent technical review, not that different companies must be involved.

How do I check if a designer is legitimately BCIN-registered? Ask for their BCIN number and verify it through the Ministry’s registry, or simply confirm with the City of Kawartha Lakes building department that the number is active in the septic systems category.

Does the engineer replace the designer? No. An engineer typically handles the piece of the project outside standard scope; the BCIN designer (sometimes the same firm) still produces the overall design and permit package.

Who’s liable if the system fails? It depends on the cause. Design flaws point back to the designer, construction defects point to the installer, and site conditions that were properly disclosed and accounted for aren’t anyone’s fault. This is exactly why documentation at each stage matters.

Do I need a new designer if I’m just replacing a failed bed on an existing design? Usually yes for the permit application, even if the new bed uses the same footprint, current code requires the design to be reviewed against today’s standards, not the original approval from decades ago.

What if my lot already failed a perc test with one designer, can I get a second opinion? Yes. Soil conditions are what they are, but interpretation and design creativity between designers can genuinely differ, especially on marginal sites. A second BCIN designer’s assessment is a reasonable step before assuming the lot is unbuildable.

How much does hiring all three end up costing? For a standard residential replacement, designer plus installer typically falls within the overall replacement cost range already budgeted. An engineer, when needed, adds a separate assessment fee, often a few thousand dollars, on top.
